I'm going to go out of step with the other responses and say the warriors of chaos campaign is fine - when looked at through the tabletop lens rather than the Total War lens, which I think is what you would be doing. Warriors of Chaos is DLC for game I and once you have it they are enabled for Mortal Empires. The first answer to your question is you need the Mortal Empires campaign, which is enabled by owning Warhammer I and II.
